Campus Unit Responsibilities
Campus unit responsibilities described below pertain to Open Learning.
- Manage all aspects of non-credit course development, including submission of the Open Learning application for new and subsequent offerings.
- Determine pricing for Open Learning offerings.
- Manage all aspects of agreements between the university and any external organizations. This includes drafting and overseeing approval of any MOUs/contracts between the university and the external organization.
- Manage all aspects of agreements with internal campus units.
- Manage all aspects of UMD Continuing Education Units development (as applicable).
- Complete all required trainings or request waivers as specified in the Open Learning Approval Process.
- Ensure compliance with the University’s Accessibility Accommodations.
- Ensure compliance with the University of Maryland Intellectual Property Policy.
- Ensure complete supervision of and arrangements for successful content delivery.
- Manage all aspects of the curriculum, including updates/changes to content or logistics.
- Develop and deliver all instructional content.
- Ensure compliance with university regulations, policies, and procedures.
- Determine student refund policy.
- Ensure that the instructor provides a course syllabus or outline that includes course and administrator contact information, refund policy, and the following statement: Open Learning courses and any awarded certificates do not post to the University of Maryland transcript and do not count towards a student's academic record. Neither grade nor credit is earned. Students do not receive a University ID card nor access to University facilities such as recreation, transportation, and campus events.
- Manage the awarding and distribution for the Open Learning Certificate of Completion or the UMD Continuing Education Unit Certificate. Note: Campus units may make an agreement with an organization to offer non-UMD CEUs. The training must be offered through Open Learning. If such an agreement is made, then the campus unit is responsible for all arrangements. It should be clear that the course is offering non-UMD CEUs within the course description and syllabus-outline. - Responsible for development, implementation, and oversight of individual program marketing effort.
- If developing a campus unit program microsite, ensure that the course is linked directly to the official Open Learning site.
- Ensure that the Open Learning Course Catalog Listing contains the following elements:
- Course title and description,
- Instructor information (name and one sentence bio),
- Statement on overall course structure (self-paced, etc.) that includes estimated hours for completion, total number of modules, a brief blurb on activities (videos, readings, etc.), and
- Point of contact for all administrative services that includes email.
- If the course meets for a specified time, i.e., is NOT self-paced, then provide a brief outline of meet dates, days, and times.
- If offering the Open Learning Certificate of Completion: Provide brief overview.
- If offering the UMD Continuing Education Unit Certificate: Provide information as posted in the UMD CEU Certificate Guidelines.
- Schedule room(s) as needed.
- Review Student Information for guidelines on how to resolve student registration and payment challenges, approve requests for cancellation (prior to course start) or withdrawal (once the course starts), and refunds.
- Oversee all academic and student-related issues.
- Reconcile any complaints from students who are unsatisfied with the offering.
- Review Overview - Financial Arrangements.
- Appoint all instructors, TA/GAs, hourly employees, and anyone needing ELMS access.
- Enter and update the demographic, degree, and I-9 Profile ID data in PHR for all new and current appointees. If the appointee does not have a current active appointment, the department also must process a non-paid appointment so that the appointee can be entered into SIS. This allows the appointee to obtain access to ELMS and other university resources.
- Manage faculty and staff contracting and payment processing based on university policies and procedures.
- Manage the collection of revenue to the unit’s accounts with transparent accounting in accordance with university policies.
- If offering a fee-based course, instructional costs (salary and benefits), materials, goods, and/or services costs should be covered by the non-credit course distribution which is deposited directly and immediately into the campus unit’s account as each participant registers. Otherwise, all such expenses are the campus unit’s responsibility.
- Review DIT Technology Fee.
- If offering the UMD CEU Certificate, manage all required billing aspects. See Creating and Launching the Approved Course - UMD CEU Certificate.
- Oversee discount code creation and management for the offering, if applicable.
- Develop and honor any third-party revenue-sharing agreements.
- Manage all aspects of the DIT Fee Waiver (if applicable). Fee waivers are available if the course is offered exclusively to UMD students, staff, or faculty. Campus units MUST apply for the waiver. Otherwise, campus units are billed automatically.
- Approve all student refund requests, sending to openlearning@umd.edu for processing within the 120-day window from the student’s payment date. Refund requests after 120 days are the responsibility of the unit.
