Overview


Post-Baccalaureate Programs serve students with a baccalaureate degree who are looking to strengthen their academic record, contemplating a career change, or evaluating requirements for career advancement. The non-degree granting programs offer a well-rounded foundational curriculum and the courses—lectures, discussions, and labs—are identical in content to those offered to traditional degree seeking UMD students. The curriculum is used to assist students to apply to graduate programs or professional schools, seek new employment opportunities, or present current employers with additional academic credentials. Courses are offered on a convenient weekday evening schedule to accommodate working schedules. As non-degree programs, the plans of study are structured to meet individual students’ needs and students enroll in only those courses needed to meet personal goals.

Post-Baccalaureate Programs are designed to operate as self-support ventures that generate sufficient revenue to cover all costs (direct and indirect). Costs include academic program staff salaries and benefits, instructor salaries and benefits, course-related expenses, offices, telecommunications, goods, and/or services (travel, marketing, rentals, etc.) Enrollment is limited to program-admitted students.

EXST-administered programs are listed at the Post-Baccalaureate Programs microsite. The program sites provides students with information on the enrollment and registration process, course offerings, advising, orientation, new student requirements, UMD services and resources, academic and financial deadlines, tuition and fees, and payment information. 

Post-Baccalaureate Programs follow the University’s Programs, Curricula, and Courses (PCC) approval process. These programs use the Approved Semester Calendar (fall, spring, and Summer Session [6-week I or II]) and can be offered via in-person, blended, or 100% online learning. The delivery method is selected during the PCC process. In addition, programs follow the University’s VPAC Course Approval Process to create a new course, modify an existing course, or retire an existing course. Post-Baccalaureate Programs establish GPA admission parameters and applicants use the admissions process set by EXST via TerpEngage. The Office of Undergraduate Admissions has provided EXST with permission to admit eligible students into these non-degree programs. EXST reviews, processes, and notifies applicants on all decisions. Qualified students receive provisional admission as non-degree seeking undergraduates and are coded with the specific program major code. Admitted students are subject to all Undergraduate Academic and University policies and procedures.

Students are admitted with provisional admission. A registration block is placed on the student account and is removed when the student fulfills the required conditions for full admission. Conditions vary by program and include mandatory advising, demonstrating math proficiency via the Math Placement Test, and more. Programs are responsible for setting the requirements and for determining whether a student has fulfilled the conditions for full admission.

Post-Baccalaureate Programs follow the standard scheduling process and timeline as outlined by Office of the Registrar Course and Classroom Scheduling Services. EXST provides detailed scheduling instructions that contain program-specific information on requirements for section #’s, delivery methods, calendar types, and more. Program staff work with their Departmental Scheduling Officer to enter or review scheduling information.

Scheduled courses are published on Testudo (Schedule of Classes). Programs are responsible for academic and course content within the approved program and course parameters. Exceptions and permissions are the responsibility of the program and staff should receive SIS access for these processes. In addition, programs are responsible all academic-related issues including advising and instructor oversight.

Courses offered must meet the Maryland Higher Education Commission's (MHEC) policies on "contact hours".

Students register for courses via Testudo (Schedule of Classes). Course pre- or co-requisites must be met. Academic-related actions and deadlines follow the Office of the Registrar-Academic Deadlines.

Registered students access course content (static and active) through the University’s Enterprise Learning Management System (ELMS) and receive support from DIT. Credits and grades earned post to the student’s official University transcript.

EXST oversees the Appeals: Exception to Academic Policy process for students who have a request for an exception relating to their registration. 

Students are assessed program tuition, mandatory fees, and course fees. Tuition and fees rates are for the academic year that runs fall semester through the end of Summer Session. Rates adjust accordingly to University-approved rates. Rates are posted at Post-Baccalaureate Programs – Tuition and Fees

Tuition

Assessed at the standard University-approved in-state undergraduate per credit rate. If a post-baccalaureate program student registers for a course outside of the program then the student is assessed tuition at their residency rate. Determination of residency status is made according to the Board of Regents Policy on Student Residency Classification

Mandatory Fees

Assessed standard University mandatory fees based on learning option (in person or online) and total registered credits. Students assessed the campus mandatory fee have full access to all campus services.

Course Fees

Assessed if student registers for a course with a University-approved fee (lab, studio, materials).

Extended Studies Administrative Fee 

For provided administrative services, EXST charges 10% of gross tuition revenue.

Direct Expenses

  • Course-related costs includes instructional salaries, fringe benefits, and the EXST administrative fee.
  • All other program costs (staff salaries and benefits, course-related expenses, offices, telecommunications, goods, and/or services [travel, marketing, rentals, etc.]) are the academic unit’s responsibility and should be reimbursed via net tuition revenue distribution.

Net Revenue 

Distributable tuition revenue less direct expenses.

Distribution 

  • Distribution based on an academic unit’s entire suite of course/section offerings rather than individual courses, allowing for the occasional under-enrolled course as needed for timely degree completion.

Overhead

EXST absorbs the campus overhead rate on all direct expenses.
